FERPA shapes even the teacher tier: minimal student data collected, school-official framing in your terms, no advertising-adjacent data use, and deletion workflows that actually delete, because district reviews read those clauses first. The trap is building the district tier speculatively: a year of rostering and dashboards for buyers who move at budget-cycle speed, while the teacher product that creates the demand starves.

Insurance is Philadelphia's quiet giant. What does an insurtech MVP need to respect?

The distinction between operating around insurance and operating as insurance. Products that organize agency workflows, summarize policy documents, manage renewals, or move data between brokers and carriers are operations software you can build freely, and they are most of the opportunity. Products that make eligibility, rating, binding, or claims decisions step into licensed and regulated territory: those functions stay with carriers and licensed professionals, or trigger structural conversations (licensing, MGA arrangements) that belong to counsel, not codebases.
